Does anyone know how to make a flash website with text bubbled that pop and nagivate to another page?

I want to make a website with main page that has a water like background, but I want to add animated bubbles that pop (with sound effects) when you press them and link you to another page. Is there a tutorial for the idea I have to make that effect on my website or does anyone have any tips and can tell me how you would do it? Hopefully someone understands my question.Does anyone know how to make a flash website with text bubbled that pop and nagivate to another page?
